Eliza K. Holcomb is a former two-term member and Vice Chair of the Milford Board of Education. She is a past member of the Board of Directors of CABE, representing Area Seven and past Chair of the State Relations Committee.
Eliza has over 15 years experience in the field of Human Resources. She was the first Human Resources Director at Universal Studios, Orlando, Florida. Her department was responsible for the creation and implementation of policies and procedures, wage and salary administration, budget, recruitment and training of over 4000 employees. Previously, she had served as Human Resources Manager for Universal Studios in Los Angeles.

Jackie Jacoby began her career in education as a classroom teacher and quickly moved to a variety of both line and staff positions in public and private education. She completed her doctorate at Boston College and served as both an energetic and creative suburban superintendent in Glastonbury, CT for a period of 11 years. This was followed serving as the interim urban Superintendent of Hartford CT, the third poorest city in the United States. Along the way she served as Chair/Professor of Education at a private university in Connecticut and taught leadership courses at the University of Connecticut.
Jackie, a successful professional devoted to public education brings a talent for the search process from her extensive and successful track record as a life long leader in education. She is a champion of selecting talent and has promoted a program of recruitment and retention in the districts where she has been an educational leader. Evidence of success is the team of administrators selected by the board of education in a suburban community, all of whom were hired and coached by Dr. Jacoby. She has continued in this effort by mentoring for over five years with Connecticut superintendents new to their positions.
Jackie has a wide range of interests and is deeply involved in public service as she serves on a variety of boards including the Advisory Board for Manchester Community College, Choir School in Hartford and CT Audubon.
She has held many leadership positions in professional organizations, and received numerous awards including the Presidential Award from the Connecticut Association of Public School Superintendents and the Professional Woman of the Year from Glastonbury. Unique is her legacy to the Glastonbury community whereby the Chamber of Commerce founded an educational foundation begun in her honor upon retirement.
Jackie is a professional who makes a difference and her recruitment of future leaders in Connecticut as a member of the CABE team will enrich the process for Boards and their communities.

Randall Collins is the Superintendent of Schools in Waterford, Connecticut and President of the American Association of School Administrators.
He has been a professional educator for 39 years serving in Maine, Massachusetts and Connecticut. He received his BA degree in History/Government from Gordon College. After completing his military duty, he pursued a career in education receiving a Masters and Certificate of Advanced Study from the University of Maine and a doctorate in 1987 from Boston University. Over the last 29 years he has served as Superintendent of Schools in three different communities, the last 19 in Waterford, Connecticut. He pioneered the development of the “Learning through Service Program”, which made Waterford one of the first public schools in America to require a designated number of community service hours as a requirement for graduation, prompting good citizenship through community service.
He is founding member of the National Center for Learning and Citizenship, one of seven centers sponsored by the Education Commission of the States in Denver, serving as Chair for 2002-2004. Dr. Collins has served on numerous boards and commissions.
Dr. Collins proudly served in the United States Army with a tour of duty in Vietnam, receiving several medals and commendations for his service. He was one of the first ten inaugural members of the Connecticut Veteran’s Hall of Fame in 2005.
Dr. Collins has received numerous awards and honors during his career. In 2009 he was awarded the Dean Arthur Herbert Wilde Society Award by Boston University and The Distinguished Service Award by AASA. In 2008-09 he served as the elected President of the American Association of School Administrators. In 2008 he was chosen to receive the Effie Jones Humanitarian Award by the AASA for his advocacy of women and minorities in school administration. He received the International Public Management Association for Human Resources Award for Supervisor Program Manager in 2005. He was chosen to receive the Rotary’s Paul Harris Award in 2004 and presented with the Community Service Award from Waterford Country School in 2003. He is a past president of the Connecticut Association of Public School Superintendents (2001-2002) and was chosen Connecticut’s Superintendent of the Year in 2002. He was Gordon College’s Alumnus of the Year in 2001. He was the first superintendent given the Connecticut Music Educators Award for the Music Advocate of the Year in 2000.
Having begun his career as a Head Start Teacher, Dr. Collins has remained a vocal advocate for pre-school education, for the right and necessity for all children to learn and for adequate and equitable funding for public schools.
