How to Submit a Resolution
Resolutions must be submitted by boards of education, not individuals. To assist you in drafting your proposals, a sample resolution proposal and a resolutions form are included.

Subject: School Improvement and Community Characteristics
Issues: The need for the development of school improvement programs that reflect local needs and characteristics and that avoid the "one best model" design.
Resolution: CABE urges the state and federal governments to recognize the wide differences among America's public school districts, including those that are rural or small, by funding the development of school improvement programs that reflect local needs and characteristics and avoid the "one best model" design.
Rationale: Research studies indicate that there are real and substantial differences among urban, suburban and rural and/or small schools that preclude the imposition on all districts of the standards and program designs that grow out of the characteristics of other districts.
Most of the federal, categorical programs studied the Mid-Continent Regional Education Laboratory were relatively unsuccessful in small and rural systems. The programs, according to the study, "displayed the common pitfalls of federal education improvement plans: one size, one style (one best model) designs that do not take into account the wide differences among America's school districts, a lack of follow-up support, and a failure to consider existing community problems, values and power structures."
